    • THE STRENGTHENING OF THE PRIMARY PREVENTION MECHANISMS OF YOUTH VIOLENCE IN MEDELLIN, BOGOTÁ, SAN SALVADOR AND TEGUCIGALPA:

    THE FONDO RECUERDA is an alliance of public and private entities that share the same mission and vision. The ideaborn foundation serves as the technical secretariat of the FONDO of the UN-Habitat Fund and the municipalities of Medellín and Bogotá (Colombia), San Salvador (El Salvador) and Corregidora (Mexico), as well as the Esquipulas Foundation of Guatemala.

    The FONDO RECUERDA mission is to contribute to the reduction of violence and juvenile and child crime through the promotion of local strategies based on the use of sport, the arts, teacher training, the promotion of strategies to improve youth employment programs and mechanisms for access to justice for juvenile offenders, creating synergies between the public sector and private enterprise.

      This project is part of the activities of the American Fund for the Prevention of Youth Violence and Access to Justice – FONDO RECUERDA. So far it has received funding from the Catalan Agency for Development Cooperation, and from ideaborn.

      OBJECTIVE: The ultimate beneficiaries of the project are the young people at risk of social exclusion from the neighbourhoods identified by the municipal governments of the cities that form part of the program. It consists of three steps: Firstly, to support municipal governments in strengthening their ability to measure the impact of the arts and sporting activities on the reduction of violence and child / youth crime; secondly, to strengthen the demand, as well as the quality and quantity of the offer of said activities, and thirdly, to reduce risk factors of social exclusion, such as the degree of preparation of primary and secondary school teachers, the degree of guidance / support in the search for dignified and stable employment, and the level of support in the implementation of juvenile justice in conflict with the law, and its character to promote inclusion and prevent repeat offending.

      RESULTS OBTAINED: Working teams have been set up with the secretaries of education, culture and sports of the municipal governments attached to the program, and exercises have been carried out to measure the impact of both art and sporting activities on the ability to concentrate and to work in a team, as well as on levels of self-esteem and the willpower of children and young people within the selected neighbourhoods.

      EXPECTED SECONDARY RESULTS: Alliances are being made between international partner organizations with a view to contributing their knowledge in order to strengthen the quality and variety of the offer and to help develop programs to encourage the varied demand of art and sporting activities. At the same time, alliances are being made to provide the selected neighbourhoods with technical assistance to strengthen the offer and quality of training programs and guidance for primary and secondary school teachers who work in neighbourhoods with high levels of social conflict. It can also help with the identification and dissemination of offers of employment and guidance in applying for them, as well as access to justice programs. Contacts are also developed to make it easier for public servants from the beneficiary cities to participate in forums for knowledge exchange of best practices in the primary prevention of violence and child and youth crime.
